A method of making a graphene suspension, comprising: preparing graphene ﬂakes with a surface area to thickness ratio greater than 300 Angstroms, and thickness of less than 160 Angstroms, without concentrated acid, wherein the graphene ﬂakes are planar, have no physical distortions or corrugations, have only edge oxidation, and have a surface polarity; suspending said graphene ﬂakes in a ﬂuid by mixing until the suspension is substantially uniform; and wherein the graphene ﬂakes have an oxidization greater than or equal to 1 % and less than 5%.
