A composite, comprising: a composition comprising an annealation product of a cellulose-stabilized graphene coupled to a substrate, wherein the annealation product is resulted from thermal annealing and photonic annealing of the cellulose-stabilized graphene; wherein th photonic annealing of the cellulose-stabilized graphene is performed such that temperature at the substrate is not greater than 150 0 C during the photonic annealing; and wherein the graphene is not graphene oxide and is not reduced graphene oxide.
